12:22PM 7XX BASALT – An elderly man heard someone in his house and opened a door to see a woman with blue hair and a backpack running way from the house. VPD responded to the scene and arrested Vanessa Morales. CHP met them at VPD with 4 Cars to escort her to jail for yesterdays CHP car theft.
